This shows you your different layers. At the top are your blending modes.

It's very important that you know about these if you want to ever make proper icons.

OK - let's start the tutorial.

Start out with your base. I chose a picture of Shin, you can obviously choose whatever you want. But a manga picture works best.

This is a texture. Put it on top of your base image and change it's blending mode to Linear Burn. Now it should look like this:

Spiffy, huh? But still plain. And it looks a tad too dark. So, we'll add this.

Put this on top of all your layers and change it's blending mode to Overlay. Now, it should look like this:

Nice! BUT still kind of boring. So we'll add this new texture.

The blending mode for this will be Linear Burn again. Now, it looks like this:

I really like the red. But, something seems to be missing. So, I add this gradient:

and change it's blending mode to overlay.

Now for the last touch, a plain black border.
